Eye color change surgery

Hi all
Can anyone recommend a really good eye surgeon for eye color change surgery ?
My sister in law has already had one unsuccessful surgery and it needs to be repaired.She wanted green eyes she has gray eyes color

I am not an expert but what i am sure about is that you can not choose the color you get , at least for the moment , technology is still limited about the choise , i read in stroma website that when they will lunch their laser , people then can « can modify your saturation and value post-operatively »
